PROJECT ASSISTANT

Preamble

The African Union Inter-AfricanBureau for Animal Resources (AU-IBAR), a specialized technical office of theDepartment of Rural Economy and Agriculture (DREA) of the African UnionCommission, is mandated to support and coordinate the utilization of livestock,fisheries and wildlife as resources for both human wellbeing and economicdevelopment in the Member States of the African Union. The AU-IBAR StrategicPlan 2010 – 2014 outlined a comprehensive direction on how AU-IBAR willcontribute to the development of animal resources and the natural resource baseon which they depend and a strong mandate for improving sector investment, marketingand trade on the African continent. The Strategic Programme area 2 of theStrategic Plan aimed at enhancing Africa’s capacity to conserve and sustainablyuse its animal resources and resource base whilst Strategic Programme Area 6aimed at facilitating the development of policies and institutional capacitiesfor improved utilization of animal resources in Africa.

For the implementation of theProject “Strengthening institutional capacity to enhance governance of thefisheries sector in Africa “funded by the European Union, AU-IBAR seeksthe services of a Project Assistant to assist in the implementation of  theactivities of the project at AU MS, Regional and Continental levels. Theoverall objective is to enhance the contribution of fisheries resources to foodsecurity and economic growth in Africa. The specific objective is to improveinstitutional and policy environment for sustainable management and utilizationof fisheries resources in Africa.
This specific objective would beachieved through the following results areas: (i) improving institutionalcapacity and regulatory frameworks for sustainable fisheries management (ii)enhancing sustainable fisheries management in small-scale fisheries includinginland water bodies (iii) strengthening institutional capacity and regulatoryframework for aquaculture development and (iv) enhancing advocacy, lessonslearning for knowledge sharing and capacity for increased investments andfostering reforms in the fisheries sector

Major duties and responsibilities
Under the direct technical supervisionof the Chief Animal Production Officer at AUIBAR, the incumbent will providegeneral technical support to the Project Team Leader.  He/ she shall report to the Chief Animalproduction Officer and perform the following tasks:
1.    Assistin preparing project report by compiling required technical data andinformation from project partners
2.    Assistteam in collating and compiling information relevant to animal resourcesmanagement
3.    Performthe duties and responsibilities of the assistant editor of Bulletin of Animalhealth and Production in Africa
4.    Formatand proof-read reports, working documents and other project publications
5.    Assistin keeping the database of project stakeholders and ensure dissemination ofproject outputs and other related information
6.    Incollaboration with the Administration Assistant, prepare logistics forworkshops and seminars
7.    Assistin preparing the minutes and proceedings of meetings and workshops
8.    Performall other duties as requested by the supervisors

Qualification
Theincumbent should have at least a Bachelor degree inanimal science or related fields

Experience
At least 2-3 years workingexperience in project implementation or any institution dealing with animalresources development. A working experience with international organizationwill be an added advantage

Skills and competencies
i.                Considerable experience with MS office packages
ii.              Ability to comfortably handle data entry and basicstatistical analysis
iii.            Ability to handle a simple database
Language requirement
Proficiency in English or French withworking knowledge of another one is a requirement. Knowledge of others AUworking languages would be an added advantage.

Age Requirement
Should be preferably between 25and 35 years.

Tenure ofAppointment
The initialappointment will be for 11 months including a 3-month probation period.Contract extension will be subject to performance and availability of funding.

Remuneration
Thelump-sum salary attached to this position is an annual lump-sum of USD 26,263.70inclusive of all allowances for internationally recruited staff.
