- Reports to the Programs Development and Quality Assurance Director with a matrix Reporting Relationship to the Regional Resource Development (RDU) Director.
- Provides Leadership and Management in the development of World Vision Rwanda resource diversification strategy, strengthen networking and resource acquisition capabilities for Vision Rwanda.
- Responsible for the implementation and coordination of Grant Acquisition Management (GAM) processes, proposal formulation, donor liaison.
- Track GAM performance metrics and build the capacity of local staff in resource acquisition, grants management and provide support to projects.
KEY RESPONSIBILITIES:
- Grant performance
- Grow the current National Office (NO) institutional grant portfolio.
- Achieve new grant growth targets set by NO and regional office.
- NO has identified key partners and is member of key grant networks.
- Prepare monthly management reports for NO and senior management.
- Review and research possible proposals and recommend whether NO should pursue these opportunities within the parameters of the growth targets and strategy.
- Lead grant applications and review donor proposal requirements.
- Meet with donors to clarify proposal requirements.
- Pay field visits to collect data from Area Development Programmes (ADP) Managers for inclusion in proposals.
- Assist in the review of draft proposals prepared by NO staff, and provide technical inputs and English editing.
- Together with NO staff, assist research, develop and finalise high quality proposals for submission.
- Ensure proposals submitted by NO meet the requirements of donors.
- Building the capacity of NO staff in grant acquisition, management and compliance to develop local capacity.
- Build staff capacity on institutional grant project/program management.
- Cultivate, serve and strengthen relationships with all Major Donors, Mid-Level Donors, and support Donor liaison Coordinator in building strong relationships with support offices and Church Partners.
- Ensure that there is integration of sponsorship and Grant acquisition initiatives to maximise WV Rwanda target for child well-being aspirations.
- Provide timely and high quality information for SO funded ADPs and projects, including project updates, tracking of project outputs, prayer updates, photos/videos and stories.
- Develop capacity building programs to ensure that staff and communities understand and appreciate the importance of engagement with Donors.
- Participating in the spiritual nurturing of staff and communities in alignment with World Vision’s vision mission and values.
KNOWLEDGE, SKILLS & ABILITIES:
- Required:
- Masters Degree in International Development, International Relations, Rural Development or any related field. Master’s Degree in Development, Social Science, Management or other field applicable to developing country context preferred.
- Leadership capabilities that includes coaching staff to high level of performance & engaging in effective cross cultural & cross functional working to achieve shared goals and effective indirect line management.
- Experienced networker with an ability to maintain a good up to date knowledge of the grant opportunities and trends in the humanitarian sector.
- Proven experience in development work with a thorough understanding of sustainable development and sectoral interventions.
- At least 5 years of team management experience, preferably from a National Office.
- Excellent knowledge and experience of project management with government and multilateral agencies grant funded projects and experience of grant compliance procedures for major bilateral and multilateral donors.
- Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
- Strong organization and delegation abilities; high performance and quality standards; negotiation skills; ability to motivate teams and inspire teamwork.
- Track record of successfully training, developing/mentoring and supervising grant staff.
- Working knowledge of the WV
Partnership preferred and ability to interface sensitively with people
from various departments in both field and support offices.
- Ability to engage at a strategic level with bilateral and multilateral donors IO and INGO etc.
- Proven experience in development work with a thorough understanding of sustainable development and sectoral interventions
- Strong budgetary and financial management skills
