As part of the WV Democratic Republic of Congo (DRC), Eastern Region Food Assistance Team, the Emergency Food Program (EFP) Cash/Voucher Project Manager’s role is to provide leadership and technical oversight in the implementation of USAID funded Emergency Food Programme Voucher-Based Project to ensure the project reaches its intended beneficiaries and achieves intended outcomes, whilst in compliance with Food Programming Management Group (FPMG) policies, and USAID regulations and other donors standards.
KEY RESPONSIBILITIES:
- Prepare monthly reports and coordinate monthly reflection meetings internally with unit members and externally with the relevant sectors;
- Ensure the establishment and functionality of complaints response mechanism;
- Ensure timely submission, based on agreed schedule, of quality narrative and financial reports as per agreements with WVUS, FPMG and USAID;
- Manage budget in conjunction with Finance Officer and ensure spending and expenditures are within approved budget and adhere to WV and USAID financial policies and procedures;
- Support Set-up of DRC EFP project team and ensure each staff contributes to the project outcomes according to the DIP;
- Lead procurement processes related to project, with particular attention to voucher design and printing; and ensure strict adherence to specific donor requirements;
- Lead vendor screening and selection, registration and training processes;
- Lead the community mobilisation, beneficiary registration and verification;
- Ensure project is implemented according to the agreed time frame and Detailed Implementation Plan;
- Ensure internal coordination within WV DRC to promote complementarity and integration across projects for maximum impact to beneficiaries;
- Represent WVDRC and coordinate with external stakeholders including, but not limited to, UN Cluster System, South and North Kivu C/V BP WG, academia, NGOs, Government, Private Sector, USAID and WFP in order to increase WV market share and advance learning in C/VBP;
- Maintain all documentation relating directly to Voucher system to ensure accountability to USAID and WVUS and the right bearers/ beneficiaries of this project;
- Oversee all administrative matters relating directly to the Voucher programme: ensure proper voucher serialisation, spot check;
- Closely monitor all field activities and periodically spot-check and review voucher vendors to ensure availability of commodities, their efficiency and identify areas of improvement; completeness of vendor invoice packages and spot-check authenticity of vouchers;
- Ensure proper project monitoring through support to project M&E Team in conjunction with QA Manager: monthly price monitoring, market review, post-distribution monitoring, project evaluation;
- Ensure Project Finance Officer is properly reviewing vouchers, and is completing vendor payment processes in timely manner in accordance to donor expectations;
- Participate in internal and external program and financial audits for the project and lead the implementation of audit recommendations within the agreed time frame; Develop a risk analysis and mitigation plan for the project as a module of the Ministry Wide Risk Action Plan for the office;
- Provide mentoring and capacity building of staff;
KNOWLEDGE, SKILLS & ABILITIES:
- Required:
- Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills;
- Must adhere to set security standards;
- Ensure a gender perspective in the scope of work;
- Must be a committed Christian, able to stand above denominational diversities;
- Perform other duties as required;
- A postgraduate degree (MSc/ MA) in economics social science, agriculture or other relevant field preferred or the equivalent combination of education and experience in a related area;
- Good theoretical and working knowledge of Cash and Voucher-Based Programming;
- Good working knowledge of WFP, USAID, EU, CIDA and other food resource donor guidelines;
- Extensive understanding of Social Safety Nets, Livelihoods and associated methodologies (e.g. Logical framework approach results based management most significant change etc...);
- An understanding of labour based interventions (FFA/FFW);
- Understanding of humanitarian standards e.g. SPHERE standards;
- Understanding of basic economics i.e. elasticity of demand and supply and substitution effects;
- Ability to articulate the disincentive hypothesis as it relates to food assistance and the possible interactions between food and markets (labour and commodity);
- A clear appreciation of coping mechanism and strategies;
- Analytical and systematic in approach yet able to think and act strategically;
- Experience in Project Management;
- Proven skills in process and group facilitation training and capacity building;
- Fluency in English and French is a must both written and oral;
