PSCM Country Director, Cote d'Ivoire (expat) Kaye/Bassman International - Abidjan -Cote d'Ivoire

Summary: 

Our firm has been retained by a major USAID NGO Partner to recruit a Country Director for a Partnership for Supply Chain Management (PSCM) initiative in Cote d’Ivoire Africa as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). The purpose of this initiative is to strengthen or establish secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, the Country Director will lead our client’s efforts to enhance supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them.

Responsibilities: 

The Country Director has overall responsibility for the strategic and operational planning, organization, implementation and evaluation of all the project’s activities in Cote d’Ivoire. This includes the coordination and oversight of work-planning, budgeting and financial management activities. It also includes leadership around making capacity-building and country ownership fundamental elements of all project activities and the strategies and approaches therein. This position will lead the implementation of best practices in strategic planning and coordination of supply chain activities, forecasting, procurement, storage, distribution, and information management of ARVs, HIV tests, lab commodities and other related HIV/AIDS commodities, as well as for other program items such as malaria, TB and essential medicines to the extend it is integrated in the work program.

The emphasis of the program is to support the Ministry of Health and the Fight Against AIDS (MSLS) as it undertakes these activities. The Country Director is our client’s chief representative for the SCMS program in this region to US Government agencies, the MSLS, other Government of Cote d’Ivoire agencies and cooperating partners. As such, this position requires exceptional skills in client relations and diplomacy.

Minimum Requirements: (please do not apply for this position unless you meet every requirement) 

· Fluency in written and spoken French

· Not presently working on a Supply Chain Management Systems (SCMS) project or currently employed by an SCMS partner organization such as Crown Agents, JSI or MSH, although it's preferred that candidates have prior experience with one of these or other USAID NGO partner organizations in a similar capacity

· Minimum of 8 years of senior management experience in the capacity of Country Director, Deputy Director or Party Chief (African experience strongly preferred)

· Experience in Medical Supply Chain Management for a major USAID NGO partner related to PEPFAR, MSLS, GFATM, CHAI etc.

· Be currently based in the US or a third country and able / willing to relocate to Abidjan with extensive travel to Cote d’Ivoire as an expatriate

· Familiar with USG procurement regulations

· Computer literate and proficient with MS Office software suite

· Post graduate degree in public health, medicine, international health, business, project management, logistics, supply chain management etc.
