MAIN FUNCTION OF THE POST:
- To support the Implementation of the Support to the South Sudan Constitution Review Process Project; - To coordinate with international and national partners with a view to supporting and facilitating the constitution building process; - To cooperate with and support the National Constitutional Review Commission in realizing it constitutional mandate. DUTIES AND RESPONSIBILITIES: Under the direct supervision of the IDEA Representative in the Republic of South Sudan, the incumbent performs the following: - To support, through concerted efforts, the implementation of the support to the South Sudan Constitutional Review Process Project; - To coordinate with international and national partners at the programmatic level with a view to supporting and facilitating the constitution build process; - To cooperate with and support the National Constitutional Review Commission in its work and activities; - To provide guidance for Policy, advice, and support of the Representative of Int. IDEA in South Sudan; - To provide technical support to national and international partners; - To facilitate and support dialogue among constitutional building stakeholders; - Support preparation of the budget and work plans of the Office - To prepare, organize and facilitate workshops, seminars, meetings with a view to raising awareness and build capacity of the stakeholders; - To coordinate and maintain strong relationship with international and national partners, relevant stakeholders, and IDEA program officers at regional and headquarters levels. - To attend coordination meetings at the programmatic level for the purpose of strategizing, planning, sharing of information and experience; - To prepare regular analytical briefs/reports on issues that impact on the role of IDEA Office in South Sudan; - To critically analyze the overall situation from the perspective of implementing the Constitutional Review Process Project; - To develop and write project proposals for funding and support; - To undertake any other task as requested by the Representative of IDEA in South Sudan. |

Qualifications: | |
EDUCATION: - Advanced University degree in law, political science, Development, conflict resolution studies, or any other related disciplines. PROFESSIONAL EXPERIENCE: Minimum of 5 years’ experience at a practical level working with constitution building, rule of law, state building, post conflict transition, human rights, human security or democracy at a national or international level. FUNCTIONAL COMPETENCIES: - Ability to initiate policy, design, and implementation in the field of democracy support and governance. - Effective analytical and problem solving skills. Proven ability to plan and execute in the framework of annual budgets and timelines. - Ability to keep priorities and work under pressure with dedication - Excellent interpersonal skills. - Good communication skills. WORK RELATIONSHIPS: - Project coordination and collaboration within International IDEA headquarters and with regional offices - Close collaboration with the Senior Consultant for Constitution Building, South Sudan Project. - Local relevant personnel with programme partners, donors and other relevant organizations Supervisory responsibilities: - No supervisory responsibility is foreseen. LANGUAGE SKILLS: - English: Excellent or very good written and reading proficiency required COMPUTER SKILLS: - Knowledge of Microsoft office package and Internet TERMS OF CONTRACT: Local Post, fixed term appointment until 31 December 2014.
