BACKGROUND
ThePan African University (PAU) is a continental academic and research institutioncreated by the African Union, that is based on the following guidingprinciples: academic freedom, autonomy, accountability, quality assurance,strengthening existing African institutions at the graduate and post-graduatelevels to enable them to serve the whole continent, excellence and international partnerships in academic and researchactivities, gender parity and equality at all levels and in all universityfunctions. The PAU also aims at the promotion of African integration throughthe mobility of students, academic and administrative staff, collaborativeresearch linked to the challenges faced by African countries, the institution of an appropriate framework to enable the African Diaspora tocontribute towards the development of higher education and research in Africa,promotion of inter-disciplinary and multidisciplinary research programmeslinked to policy making processes, promotion of productive linkages with theindustrial sector for innovation and dissemination of new knowledge, full useof Information and Communication Technologies for pedagogy, research andmanagement. The PAU takes into account the basic principles of the UN andAfrican Charters on Human Rights. 

PAUSTRUCTURE
Inorder to contribute to the emergence and strengthening of an African highereducation and research platform, the PAU consists of five (5) thematicInstitutes hosted by existing institutions located in the five geographicregions of the African Union, namely: (i) Life and Earth Sciences(including Health and Agriculture) located at University of Ibadan in Nigeriafor Western Africa (ii) BasicSciences, Technology and Innovation located at Jomo Kenyatta University ofAgriculture and Technology (JKUAT) in Kenya for Eastern Africa (iii) Governance,Humanities and Social Sciences located at University of Yaoundé II in Cameroonfor Central Africa (iv) Water and Energy Sciences (including climate change) located atUniversity of Tlemcen in Algeria for North Africa, and (v) Space Sciences inSouthern Africa.
Thefirst four Institutes located in West, East Central and North Africa are beingoperationalized in Kenya, Nigeria, Cameroon, and Algeria respectively. For the recruitment of the PAU Vice-Chancellorand the effective operationalization of the PAU structures, a CoordinatingCommittee, acting as PAU Rectorate for a period of one year is beingestablished.

1. DUTIES ANDRESPONSABILITIES
Job Objective
This is asenior position within the Pan African University’s interim Managementstructure. Reporting to the PAU Coordinator, the holder of this position will beresponsible for the strategic development of research and knowledge transfer policiesand mechanisms, build regional global and international partnerships andcollaborations, and set quality benchmarks and standards that would enable thePAU Institutes and Centres entrench themselves, and gain international recognitionas hubs of research and scholarly excellence, contributing to Africa’sknowledge-based economic development.

She/he shall specifically be in charge of thefollowing:
  1. Develop a framework for the overall direction, organization and administration of research programmes at the University;
  2. Assist the Institutes in developing research action plans that align with the University Research Policy;
  3. Develop modalities for the establishment of partnerships, collaboration and linkages with both local and international institutions of higher learning for academic research, innovation, knowledge transfer and extension programmes;
  4. Identify national, regional, continental and international grant opportunities for research and set mechanisms for the coordination and planning of grant applications;
  5. Develop mechanisms for ensuring that research activities are undertaken in accordance with the governance, policy and regulatory frameworks of the University;
  6. Perform other related tasks and related responsibilities as assigned by the Coordinator.

2. Educational Qualifications
Be a Professor or Associate Professor of a recognizedUniversity with an earned Ph.D. in one of thethematic fields of the PAU

3. Work Experience Requirement
i.                A minimum of ten years working in a University orresearch institution, at least five of them in an African context
ii.               A minimum of five years’ experience in senior academic and managementpositions at a modern university environment
iii.             A strong research record, and experience in researchplanning and policy development.
4.  OtherRelevant Skills
  1. Management experience, excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment from diverse constituencies;
  2. Should have published widely in internationally refereed journals and show evidence of attracting research grants/funds;
  3. Demonstrated success in participation in collaborative and interdisciplinary research ventures;
  4. Demonstrated ability to communicate and negotiate effectively and build collaborative relationships;
  5. Evidence of ethical, transparent, fair, dependable leadership style and professionalism;
  6. Demonstrated ability to be innovative, resourceful, and action-oriented;
  7. Computer literacy and competency in MS Office Applications.

3.     LANGUAGEREQUIREMENT:

 

Proficiencyin one of the African Union working languages. Proficiency of one or severalother working language(s) would be an added advantage.

4.    AGE REQUIREMENT:

Candidates must preferably be between 35 and 50 years old.

5.    TENURE OF APPOINTMENT:

 

Thecontract will be for a period of one (1) year . This contract is not gratuityearning nor pensionable and not automatically renewable. The Contract will notbe entitled to benefits or privileges given to regular staff members.

  1. REMUNERATION: The salary attached to the position is an annual lump-sum of US$99,009.25 inclusive of all allowances for internationally recruited staff, and
US$ 89,338.21 inclusive of all allowances forlocally recruited staff
