Position Summary :
The Regional Systems Integration and Support Manager is responsible for leadership in the implementation and integration of the Sage MIP accounting system within RI in Somalia and eventually throughout East Africa. This role demands a high level of understanding of the business processes and requirements of an international NGO, the ability to provide critical analysis and meaningful recommendations to senior management, and to oversee the implementation of a complete accounting and grant management system within the organisation

The Regional Systems Integration and Support Manager is responsible for leadership in the implementation and integration of the Sage MIP accounting system within RI in Somalia and eventually throughout East Africa. This role demands a high level of understanding of the business processes and requirements of an international NGO, the ability to provide critical analysis and meaningful recommendations to senior management, and to oversee the implementation of a complete accounting and grant management system within the organisation
ESSENTIAL RESPONSIBILITIES AND DUTIES
Girls' Education Challenge Programme Systems Integration
- Responsible for data migration from QuickBooks accounting system to SAGE MIP system. Initially this will be implemented for the DFID Girls' Education Challenge project in Somalia as a pilot, then rolled out country-wide, with full implementation in the region envisaged for 2014.
- Performing an initial review of the accounting systems and their structure within RI Somalia, with the emphasis on data collection and reporting for the GEC programme; subsequent periodic review and follow-up to continually improve processes and procedures.
- Reviewing and suggesting improvements to partners' financial management and accounting systems. On an ongoing basis, this will entail working collaboratively with the financial counterparts at these organisations to ensure accurate and timely financial data is received from all partners
- Provide leadership and training (to both finance and non-finance staff) on the implementation and integration of Sage systems within RI Somalia.
- Conduct thorough and detailed analysis of finance systems. Elicit requirements using appropriate methods; including, but not limited to: interviews, document analysis, surveys, site visits, business process descriptions, task and workflow analysis.
- Critically evaluate information gathered from multiple sources and distinguish user requests from the underlying true needs, with the ultimate goal of long-lasting improvement in organisational efficiency.
- Proactively communicate and collaborate with Field Staff, Program Managers and HQ to analyse information needs, review and document business processes then design and implement systems to improve these processes.
- Coordinate and maintain cash management and cash-flow systems to monitor cash movements and requirements within the region.
- Perform reviews of donor reports prepared by field finance team.
- Receive financial summaries and supporting documents from country finance teams, check for accuracy and compliance, and submit to HQ on a monthly basis.
- Travel within East Africa region to provide training and direction to country finance staff in order to develop national staff capabilities within the organisation
- Bachelors' Degree in Finance, Accounting, Business Administration or equivalent
- Chartered Accountant (CPA) or equivalent professional accountancy qualification preferred
- At least 5 years' experience at senior finance level within an international NGO
- Excellent working knowledge of Sage accounting package; MIP version strongly preferred
- Good working knowledge of QuickBooks accounting package
- Ability to travel within Somalia and East Africa region
- Strong verbal and written communication; must be fluent in English
- Proficient with computer applications including, but not limited to, Microsoft Office suite
- Previous experience as a database administrator utilising relational databases would be preferred
