Under the supervision of the Head of Comprehensive Africa
Agriculture Development Programme (CAADP) of the NEPAD Planning and
Coordinating Agency (NEPAD Agency) or his/her delegate, the Senior
Programme Officer – Development Financing and Investments will provide
technical leadership in organizing and facilitating high quality expert
support on design and development, implementation and evaluation of
development financing for public and/or private investments in
agriculture within the context of the (CAADP) national and regional
agriculture and food security investment plans and programmes.
1. Facilitate high quality expert support and related competency
development for national staff in agricultural based development
investment financing and understanding of public and private sector
financing mechanisms and tools (including non-traditional tools).
2. Facilitate and support provision of high quality strategic
analysis and thinking on the fundamentals of financing and business
development.
3. Facilitate access to high-quality expertise and knowledge in
national and regional agriculture development programming and
implementation to foster catalytic impact in reforming agriculture’s
public financial management systems (institutions, human competencies
and associated regulatory frameworks).
4. Facilitate expert review and technical backstopping to country
and regional initiatives on development aid financing and associated
financing tools and regulatory frameworks to ensure investment readiness
as well as viable business.
5. Coordinate the identification and sharing of best practices on
financing and financing instruments for agriculture development
programmes (national/regional and public/private).
6. Facilitate and technical support for the design and elaboration
of investment financing for national and regional agricultural project
and programmes also taking into account Project Financial Engineering
(equity, grants, structured and project financing, etc.) reflecting
local circumstances and condition (including political economy factors).
7. Coordinate and provide expert support to financing and
investments related specialized studies and exercises including
cost-benefit analysis, public expenditure reviews, policy review, and
others.
8. Perform any other related duties as may be assigned.
Job requirements
Required Skills and Competencies
i. Excellent experience with both public and private as well as
development aid financing instruments and architecture, especially in
relation to agriculture.
ii. Must have experience in Project and financial management.
iii. Understanding of Africa’s agriculture and rural development
agenda and specifically the NEPAD-CAADP as a framework to stimulate and
guide advancing African agriculture performance.
iv. Ability to conduct independent research on global and regional
economic, social and development issues, determine suitability, validity
and accuracy of data provided by different sources.
v. Excellent written and oral communication skills, with excellent interpersonal and influencing skills.
vi. Hands-on experience in PPPs, structuring and processing loans,
equity investments and guarantees for infrastructure projects, analyzing
credit risks, equity valuation, syndication and related banking
activities
vii. Experience in private sector development policy, strategy and programs
Language requirement:
Proficiency in one of the following (English, French, Portuguese and
Arabic) African Union working languages is a requirement. Knowledge of
one or more of the other AU working languages would be an added
advantage.
Qualifications :
Education and Experience:
Candidates must have a Masters degree in a Agriculture Economics,
Business Administration, International Finance/Investment, Development
Economics or any other related field with five (5) years of relevant
work experience or a Bachelor’s degree or equivalent, with eight (8)
years of relevant work experience in programme financing and investment
management in public sector institutions or similar organizations
nationally, regionally and / or internationally.
