About the Job: 
MicroCred is seeking a Manager - Commercial Development and Marketing. S/he will assist in products and operational strategy, operations policy/procedures review, and revision manual development. S/he will also assit with training and coaching of companies, training and coaching of local middle management, and advise/counsel executives on operational matters.
Tasks and Responsibilities: 
  • Products and operational strategy:
    • Optimization of the operational organization/new technology:
      • Set up the recommendation of the board to increase performance and productivity of the operations;
      • Propose and implement innovative solution to optimize the performance or improve the quality of services.
    • Product development:
      • Ensure that a diversified set of products is developed in accordance to the marketing strategy previously defined;
      • Manage the development and the launching of new products;
      • Work on pricing and target niches of each product so that they make sense both operationally and financially;
      • Review the current savings products offerings as envisaged by MC Nigeria.
  • Operations review, revision, and training:
    • Review the current operations policies and develop manuals as required;
    • Revise and train operatives to ensure optimum processes and procedures are applied in MC Nigeria;
    • Update the loan and savings manual in line with the operational guidelines of MicroCred holding and the new standard format.
  • Training and coaching of companies:
    • Supervision of companies during promotion of financial products, evaluation of clients’ business, credit committee, loan monitoring, and recovery;
    • Make recommendations to improve the techniques of companies;
    • Support the HR training officer in designing the appropriate training plan and training modules for all operational staff.
  • Training and coaching of local operations middle management;

Qualifications: 
  • University degree in Management/Finance;
  • At least 5 years of experience in microfinance;
  • Experience as a branch manager in a MFI;
  • Knowledgeable about Nigerian accounting principles/practices;
  • Knowledge of microfinance bank operations (loans, savings, etc.);
  • Knowledge of individual lending methodologies in microfinance;

Overview:
The Clinton Health Access Initiative (CHAI) works in partnership with country governments, partners, and other major stakeholders to identify the key obstacles to access and scale-up of essential health services, and to develop sustainable strategies to overcome them. At the request of our partner governments, and given the current global funding landscape, CHAI is increasing technical support to governments in overcoming financing barriers to achieving universal access to health services.
Since 2007, CHAI has been supporting the Government of Cameroon to introduce and scale up lifesaving Pediatric and second line treatments for HIV as well as helping to strengthen HIV laboratory systems and improving malaria diagnostics. At the request of the Ministry of Health, CHAI will begin a formal sustainable health financing program in Cameroon in March 2014.
CHAI is looking for a Health Financing Analyst to implement this new program. The vision of the program will be to assist the Government of Cameroon to reach its goal of universal health coverage. This will be achieved by supporting the Ministry of Health to develop an evidence base and use this evidence to make key decisions and to advocate for health priorities with the Ministry of Finance, Ministry of Economy and Planning and donors.
CHAI's work in sustainable health financing will provide process management and technical support. This will include participating in key forums on sustainable health financing, developing costing methodologies to better understand costs of health care and national health plans, tracking available resources to quantify funding gaps and assessing the feasibility for innovative financing mechanisms.
The analyst will be part of an established team in Cameroon that works very closely with the Ministry of Health, interacting on a regular basis with government officials, donors, NGOs and civil society.
Responsibilities:
Reporting to the Health Financing Program Manager, the Analyst will be responsible for the following:
  • Support the identification of critical hurdles to improving the sustainability of health financing, both short-term and long-term;
  • Develop models to quantify financial resource gaps across the health sector;
  • Research and evaluate existing and potential innovative financing mechanisms to support the MOH in resource mobilization;
  • Support the MOH to use analyses to better advocate for health priorities with government bodies and donors;
  • Support the development of GFATM and other donor applications;
  • Work daily with government officials at national and sub-national levels throughout planning and implementation phases to ensure skills transfer and government ownership, and provide technical support as needed; and
  • Work with members of CHAI teams.
Qualifications:
Minimum requirements:
  • Bachelor's Degree or equivalent plus 3 years work experience or advanced degree or equivalent plus 2 year work experience;
  • Very strong quantitative and analytical skills, including experience working in Excel and budgeting;
  • Strong organizational and problem solving skills;
  • Ability to multi-task and to be effective in high-pressure situations;

Job Objectives
This is a senior position within the Pan African University's Management structure. Reporting to the Rector, the holder of this position will serve as the Principal Academic Officer with responsibility for oversight of all academic programs at the PAU Institutes 1

  • Candidates must have at least 8 years progressive experience in senior academic and management positions at a modern university environment.

FINANCE MANAGER-UPDATED, Yaounde, Cameroon

CARE encourages Cameroonian nationals and international candidates to apply. CARE Cameroon seeks a Finance Manager to support the upcoming, USAID-funded, Continuum of Prevention, Care, and Treatment (CoPCT) for HIV/AIDS with Most-at-risk Populations (CHAMP-Cameroon) . CHAMP will expand the continuum of prevention, care and treatment for key populations by building on the activities currently implemented by HAPP in five regions, including the two largest cities (Yaounde and Douala): Littoral-Douala; Centre- Yaounde; North West-Bamenda; Est-Bertoua and Garoua; and South-Kribi. The CoPCT activities will be expanded within the largest urban areas of all ten provinces where high concentrations of target populations are found – with the Chief of Party based in Yaounde . CHAMP-Cameroon is a five-year project for a total cost estimate of $18.8 million. CHAMP will achieve the 3 following main and interconnected results:
Technical competence of partners in key populations' program design and management using CoPCT is increased;
Enabling environment for key populations' HIV/AIDS programming is strengthened;
Quality Assurance/Quality Improvement, and Monitoring and Evaluation systems in CoPCT is strengthened.
The project is built on the current work USAID supports in Cameroon in order to increase access and use of quality HIV prevention care and support services for key populations. These efforts will expand service coverage in the country from five regions to ten regions and generate data for evidence-based programming. The project will use a continuum-of-care approach to service provision, and will link clients with community-and facility-based interventions. It will also strengthen the capacity of existing health systems including the policy environment and networks for a well-coordinated response. It is anticipated that at least 140,000 beneficiaries including 16,000 MSM, 66,000 CSW and 58,000 other clients will be reached with quality HIV prevention, care and support services over the five years. The successful candidate will be responsible for overseeing the financial management and accountability requirements of the project. S/he will assist the Chief of Party with the overall project financial planning, the annual financial planning, the finance management, reporting, and agreement compliance. S/he will ensure that all financial management is handled according to USAID rules and regulations, and that records are kept and financial reports submitted in a timely manner. S/he will work with the local Cameroonian applicant of key population activities to ensure that its financial systems are sound.
Specific duties and responsibilities include the following:
  • Effective, efficient, and compliant financial management support
  • Budgeting, transaction processing, expense reporting, and financial analysis;
  • Overseeing project compliance and risk management functions;
  • Overseeing the completion of all financial requirements, including monitoring spending, developing annual budgets;
  • With the Chief of Party, providing direction and support for the planning and budgeting processes;
  • Preparing quarterly and annual project activity reports, as specified in the contract;
  • Maintaining internal control; and
  • Reporting to the Chief of Party.
Minimum Qualifications :
  • Master's degree in Business Administration, Accounting, or related field required;
  • At least 10 years of experience in successful financial management of international projects, including in financial oversight of USAID-funded projects;
  • Significant experience in service delivery for key populations and sensitivity to implementation of programs that serve key populations; and
  • Understanding of rules and regulations related to USAID project funding and reporting requirements.
