PSI seeks entrepreneurial, dynamic and experienced candidates with an interest in private sector approaches to development for the position of Country Representative in Cameroon. Preferred candidates will have experience in management, international business, strategic marketing, and product sales and distribution. Country Representatives are senior PSI officials based in the PSI country of operation overseeing PSI’s social marketing and new business development activities and managing a diverse group of staff. The PSI Country Representative in Cameroon will lead PSI’s national partner, the Association Camerounaise pour le Marketing Social (ACMS). The Country Representative will report to the Regional Director for West and Central Africa in Washington DC.
ACMS activities involve product social marketing, social franchising and behavior change communication to deliver prevention and treatment products and services across a wide range of health areas including HIV/AIDS, family planning, malaria, and water-borne diseases. The ACMS program receives support from the government of Cameroon and international donors such as KfW, PPSAC/OCEAC, USAID, UAFC, DoD, Exxon Mobil, UNFPA, UNICEF, CIDA, the Dutch government, and various private foundations. ACMS , headquartered in Yaoundé, has more than 100 national staff and 3 regional offices and plans to extend its social franchising network into the three additional regions in the north of Cameroon.
RESPONSIBILITIES: The successful Country Representative candidate will be seconded to PSI’s network member, Association Camerounaise pour le Marketing Social (ACMS) as the Executive Director. - Strategic planning and management of ACMS’s health service delivery and social marketing programs;
- Promoting effective relations and institutional governance with the ACMS board members;
- Fundraising for existing and new activities and expansion of the health program’s portfolio;
- External relations with strategic partners such as government institutions and donors such as KfW, PPSAC/OCEAC, USAID, UAFC, DoD, Exxon Mobil, UNFPA, UNICEF, CIDA, the Dutch government, the UN Foundation, and private foundations;
- In-country personnel recruitment, development, training, and supervision;
- Developing and implementing marketing and behavior change communication campaigns and other social marketing activities;
- Monitoring implementation of marketing and annual work plans, and serving as the catalyst for the creation of new health products and services;
- Developing innovative distribution systems and/or maintaining the existing ones at a high level of effectiveness;
- Tracking sales figures as well as the performance of the sales force including the distribution network;
- Supervising evidenced-based research activities to support social marketing and health program decisions in order to evaluate and measure of program effectiveness and to maximize health impact;
- Developing and stewarding annual and specific project budgets consistent with both organizational and donor requirements;
- Meeting financial and other reporting as required by donors and PSI/Washington;
- Developing and enforcing field office administrative policies;
- Fostering the institutional development of ACMS through strategic planning, program development employee capacity building, and financial sustainability.
QUALIFICATIONS:
- At least five years work experience managing programs related to international health issues in a developing country. Previous experience as a Country Representative preferred;
- Significant fundraising, personnel and financial management experience;
- Relevant post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience;
- Familiarity with the international donor community;
- Working experience with a local board of directors
- Knowledge of KfW and USG is preferred;
- Fluency/High level of proficiency in English and French
