Background
UN Women is the United Nations Entity for Gender Equality and the Empowerment of Women. The organization is a strong advocate on behalf of women and girls and allows them greater voice at the global, regional and local. UN Women is operating in Cameroon for 3 years. A 2014-2017 Strategic Plan is being finalized aligned with national priorities, organizational and working together with UN agencies. This strategic plan "Accelerating progress towards gender equality and the empowerment of the most vulnerable women in the context of the feminization of poverty" includes five components: (1) Prevention and management of violence based on Fight against gender and the feminization of HIV / AIDS, (2) Strengthening the economic power of women in vulnerable groups (rural women, women engaged in informal trade), (3) Planning and Gender Responsive Budgeting (4) Participation women in public, political and humanitarian management, (5) coordination, monitoring and evaluation and communication about the strategic plan. For the implementation of this Strategic Plan, UN Women Cameroon seeks to recruit a Programme Officer Gender and rural development / strengthening economic capacity of women Under the guidance and direct supervision of the Representative and Country Director of UN Women in Cameroon The / the Chargé (e) Program Gender and rural development / strengthening economic capacity of women, advises the Representative and Country Director on any adjustments, course corrections and creative responses to emerging complex challenges with the idea of increasing impact on the program and the promotion of harmonization and alignment. The / the Chargé (e) program is responsible for supervising and coaching staff of the "Gender and Economics" unit and ensures cooperation within the unit and with other staffs to develop synergies and complementarities necessary to have a greater impact in support of UN Women.
Duties and Responsibilities
Summary of key functions:
- Administration and Management Programme;
- Support the monitoring and evaluation and reporting;
- Establishment of strategic partnership and support to resource mobilization.
Administration and Management Programme
- The daily management of Component 2 of the Country Programme on issues of capacity building of women, particularly rural women, / shopping women entrepreneurs;
- Support the development, implementation and monitoring of the Joint United Nations Programme on "Gender and Rural Development"
- Coordinate the implementation of support for women engaged in cross-border trade with the Ministry of Commerce project;
- Support the identification of partners for implementation and validation of operational projects, prepare contracts partners in compliance with procedures and to monitor implementation;
- Proceed to the identification of operational and financial problems and develop solutions
- Ensure the implementation of audit recommendations;
- Prepare donor reports and the progress report of implementation of Component 2 including the bays of information;
- Provide technical and advisory support to the program team on issues linkages with economic issues and challenges such sector.
Support the monitoring and evaluation and communication
- Ensure the production of quality reports focusing on the results for internal and external reporting and donor component 2 public;
- Prepare and implement quarterly plans and annual action;
- Conduct monitoring visits to the field required;
- Support the development of the communication plan, the production of articles and items filmed for high visibility actions of component 2;
- To monitor key indicators of component 2 and ensure the achievement of baseline studies and monitoring
- Supporting document good practices and lessons learned;
- Organize training sessions for partners, staff and other stakeholders to improve the management of component 2;
- Prepare briefings and presentation materials;
- Make contributions to knowledge networks and learning communities.
Establishment of strategic partnership and support to resource mobilization
- Support the development and implementation of the partnership plan, mobilization of resources of the Strategic Plan 2014-2017 of UN Women;
- Establish strategic partnerships with the Government, civil society and donors working in the field of rural development, economic;
- Coordinate the implementation of the Joint Programme on Gender and Rural Development of the United Nations and support resource mobilization;
- Prepare and participate in the management group of the UNDAF, including the effect group 1 and 4 on the economy and job creation, the Macro group of multi-stakeholder Committee economy;
- Support initiatives for resource mobilization and political dialogue by the Representative of UN Women.
Expected Results: The key results have an impact on the success of country program within specific areas of cooperation. In particular, on the design, operation and programming of activities, creation of strategic as well as the achievement of resource mobilization partnerships.

Required Skills and Experience
Education:
- Mastery (BAC +4) social science, economic or any other equivalent.
Experience:
- Minimum 5 years experience in Gender, rural development and economic empowerment of women;
- Minimum 5 years experience in strategic planning, development programs and projects;
- Good knowledge of issues related to rural development and the feminization of poverty;
- Having already worked with other UN agencies is an asset.
Language:
- French and English.

Financial offer:
- It is requested (at) consultant (e) preparing the table cost to the invitation to tender;
- It will include specific expenditures;
- Moreover, given the available resources, the proposed salary will be in categories 1 and 2 with a maximum salary Intermediate grid national Consultants UN.
Evaluation of the offer:
- The financial bids of all bidders who meet the minimum technical score of 70% in the technical evaluation will be compared. The contract will be awarded to the consultant offering the best qualified bidder (the offer with the best combined score obtained after the technical offer and the financial offer, with a weighting of 70/30.).
